I've NOT seen it and I've been on youtube desktop, quite a lot today. Maybe they are trying out a new experimental feature, on a new, limited audience to see how it works out.
Sometimes (if you are using an ad-blocker), you can click on the annoying animation and get the ad--blocker to remove it. I've done that, on a different website. Which crazily thought it would be a really cool idea, to have this relatively massive animation, annoyingly moving about, when trying to read the web pages.

Thanks, but catching the animation with uBlock Origin didn't work.
At best the adblocker will also hide the button, so I won't see if a video was already thumbed up.
I guess after everybody will have the stupid animation, then either the 'Enhancer for Youtube' or the 'KellyC Show Youtube Dislikes' Firefox extensions will add a setting to remove the animation.

On this slightly older thread there seem to be lots of people who HATE it. Also it seems to include a video of the animation, for anyone (such as myself), who hasn't seen it yet.

A bit off-topic. But I tend to ignore the like/dislike buttons and positive/likes (only) counts, these days. Since they removed the ability to see the dislike counts, for normal users feature, which I strongly disapproved of, at the time. As it hinders being able to check the quality of a video (i.e. avoid ones with a big dislike percentage), before wasting time watching it.

I can still see the dislike button + dislike counter + ratio bar with Firefox and that extension (add-on) called KellyC Show Youtube Dislikes (https://addons.mozilla.org/en-US/firefox/addon/return-youtube-dislike/), might be available for other browsers, too.

I hate the animation on the index page too. You have to carefully steer the mouse in the gaps to avoid the annoying expanding video windows that block the information I'm trying to read.
I think I need a hyperspace mouse that allows me to move the pointer to another place on the screen without sending any position reports on the way.

I just tried it. It's a little superfluous, yep, granted, but investing time into blocking it... is it THAT annoying? I'd think the time expended on such a pursuit would only reinforce said annoyance, cementing it in your mind (I speak from similar experiences).
PS: Just tried blocking it with Adblock Plus - to no avail, using "Block Element". My humble advice? Move on from it, it ain't that bad.

People who "hate" things, all congregate together, amplifying the (usually transient) non-issues. Average person has a very short memory, and most of them won't even recall it ever having bothered them in 2 weeks or so... which makes me think... "why all the fuss"?

Google, do seem to sometimes try things and roll it out. Only, to rapidly remove the change(s), if there are major user complaints.

The animation only shows as a confirmation of a thumbed up video. I don't think it is possible to thumb up a YT video without being signed-in in some Google account.

Yes, Google keeps trying stuff and keeps modifying their software even when it's completely useless. Gotta keep feeding this herd of hungry developers. Heck, they may end up at MS otherwise. Who knows. :-DD

Thanks. I hope to try it, later. I (incorrectly) thought that Google had/would remove/disable any attempts at getting round the dislike count removal by them. When possible/practicable.
With some types of videos, the 'missing' dislike feature, is arguably, especially important. Because it helps people, choose, between the poor quality videos, and/or wrong/incorrect/misleading ones, vs the good ones.
