Loopback testing the CAN bus ISO-TP protocol?

Otherwise known as ISO 15765-2 https://en.wikipedia.org/wiki/ISO_15765-2

Currently I'm working on a PC without any CAN hardware.

Does anyone know if the protocol works if you simulate a loopback connection?
In other words, the last message you send becomes the next message you receive.
Or do you require two separate programs to get the proper flow control handshaking working?

The code I'm running is my own Kotlin port of this C++ library https://github.com/altelch/iso-tp.
