BBC says the Japanese firm that owned the ARM tech is selling to US chip manufacturer Nvidia
is that technology still under patent? Does Nvidia a US firm, really manufacture the chips? If actually manufactured in China, does this make any difference?

WIll Trump force Nvidia to move manufacturing back to the US? AS in "Made in the USA"
He might try. However, nVidia is a fabless chip company, with no idea how to manufacture its own chips. This might make moving production a tad problematic. :)
