What is the reason of getting hot an IC

Hello
I soldered a training board. but my central IC (lpc4337) becomes so hot. i am afraid if my IC burnt out.
I put my finger on it to become cool each for example 4 minutes.
what should i do that my IC not become so hot. (it works correctly)
whats the generally reasons of a microcontroller beccome hot?

Maybe a short a an output. Does the µC still get hot if every pin is configured as an input?

As HERO has requested, please post pictures and schematics;

I can think of a pair of things;
1) your circuit is overloading the processor. An output port diving an LED without a resistor is a common error.
2) surface mount ICs sometimes have a pad on its bottom, which must be soldered to a ground plane with low thermal resistance.

But without the requested information, I'm only speculating and could be wrong.

Measure the current going in (amps)... is it normal?
