How do we know/determine a fusible wirewound resistor maximum power (start from the most common or simplest test or tool) ?

Are we talking continuous power or pulses? Ohmite had a paper on pulse power and the numbers were extremely high. For continuous, I'd think you'd choose an operating temperature, cooling conditions and such, then just see how much power it took to achieve it. I'm sure the manufacturers run large numbers of parts and collect statistical data to be sure they're shipping to whatever quality level they need.
