Anybody know the HX3589 CH5KOK.3 IC?

It has 8 pins. I saw it on YT in a DIY Battery Level Circuit. The part number is clearly visible. Googling it does no good. I would list the link, but the author is being vague about where to get it, so I do not want to drive viewers to him, in case it is a hoax. So...
1) What is it?
2) Who makes it?
3) Where to buy it?
4) If it is obsolete, what replaced it?

Searching that part easily brings you to the guy's videos, where he only tells others asking about it to "please wait", and apparently it serves as both a charger, battery level indicator, and LED "light chaser"... an integrated powerbank IC is the only thing I can think of, and in his latest video he describes a "HX3786D" which I assume is an HT3786D, although it's grossly miswired.
That and the sketchy nature of the work, along with previous experiences of the culture from which I am quite certain he is from, lead me to believe this might be a cheap attempt at getting video views for ad money by publishing very poor quality/misinformation --- if so, go ahead and downvote his videos. Hard to say whether it's truly a hoax, but I think it's pretty damn close.
