SIMCOM 900 future compaibility in Australia?

Many embedded SMS modems available online - use the Chinese SIMCOM 900 chipset, and rightly claim to be quad-band...
But only two of those four bands are in the Australian 3G allocation.  (Others are PCS/DCS)
Many claim the SIM900 is a 2G modem, but will this in fact have any effect on network registration and SMS handling after December 2016 ?
