Could anyone look at the following and tell why i cannot achieve 13.5Volts at the output while i change the duty cycle also

You need to separate the two drive signals to the MOSFETs. When the lower one is on, from where can it sink current through the inductor? Should be through the top FET. Also check the top drive circuit. What will the gate-source voltage be shortly after after that FET in turned on? The gate is at a fixed potential, but how about the source?
