Buck converter acting up?

I have attached a graph of the voltage and how it keep dropping from around 5.3 to 5V DC when not under load.

At 1A load, the behaviour continues but the voltage drop is much less and at higher loads (4A) this is no longer an issue.

Is this normal or is my unit shot? What could be the culprit and how can I fix it?

I don't see any documentation or schematic or support contact or anything, so you'll have to figure out what kind of support the manufacturer provides, if any.
