Our web site still has two old documents on building DCF77 receivers meant for metrology purposes:

The first one has a schematic and some explanations. The second one has some comparison to GPS disciplined oscillators. Nowadays a good GPS-DO can be bought cheap, but one may need to work on a reasonable antenna.
