those are scott T transformers for converting between three phase and two phase.

usually three phase encoders, synchros and differentials are converted to two phase, then sent to the electronics for decoding into digital or analog feedback systems, or for data transmitted somewhere.. fewer parts to do that with two phase than three, but three is more accurate at the mechanical side
