Co2 laser controller PWM/analog 1-5V conversion

Hi
I've replaced the controller for a Co2 laser cutter. The new controller uses PWM or 0-5V analog. The old PSU can receive 0-25V or something like that (I need to test it). Would would be the best approach to convert the signal? Wih PWM I'd get less noise. With analog should I just use integrating Op Amp? I'd appreciate any help. Thank you

The new one is Ruida 6445G. The old one is Kaitian. No PWM.

I've built a little circuit. Just a typical non inverting op amp amplifing the final X2. When I press a fire button it jumps up high and goes down to the desirable level. It works well untill maybe 55%and then it jumps too far. How to stop that initial high voltage? How to make the mapping more linear?

An opamp with a gain of 2 should be perfectly linear. If you are dealing with switch on transients then keep the power applied to the opamp at all times. I think  a little more detail might help.
