Im designing a pcb for my project and i need to tap out some signals to an external connector. I want to know if its ok to have the via on an intersection rather than on the end of a wire or plane in terms of pcb manufacturing?

That's fine. You can increase the pad size or add teardrops to improve yield. Or use two vias (connected top and bottom) to improve reliability if vias corroding through is common in your environment.
