Chinese Soft Start unit - Problem

Hi guys,

A need some help understanding the Strange Chinese Soft Start. Reversed Engineered the schematic. The soft start behaves rather strangely.

If a remove the dotted link in schematic, it requires two pushes of tact switch to energize. Off is ok with one push.

If I install the link, it energizes with one push of switch, but wont turn off with the switch.

I have attached a 400VA Transformer PS to it.

Well got it reasonable working. Have to connect both LEDs. One for Standby and on for Power. Also the link should not be there. Attached are corrected schematic and images of top and bottom with visible tracks for somebody to troubleshoot or even to build ones own.
