Universal input 85-308VAC?

About the only place this rating shows up is with LED drivers.  Web searches show no real explanation of how 308V is derived as an upper limit.   The closest known line voltage associated with lighting is 277V in industrial applications, at least in the USA.

Can someone shed some light on the subject?
