USB C 3A/5V charger. Power delivery IC needed?

or would there be a way to get 3A using only resistors? Have been searching for a while but can't see the wood from the trees. I am hoping to put this onto a PCB with USB C receptacle and power it with a TI LM2676 or 22679 regulator, not too pushed about being able to supply other voltages USB 3 supports for now
