Does anybody know what this is?

Ikea sells a cable management device that attaches to the bottom of tables or desks.. It has multiple fingers, you put your power strips etc on the top and then tie them down, you can then make your wires neater by threading them through the fingers as needed. Something like that, perhaps.
Ot it could be like the pomona test lead holder except intended to be used in different settings, assuming it has some mounting holes in it, does it?

Like most of us I sure could use a test lead holder..
But not when I saw the price.. $22 each!
Ebay has one solitary listing at $15
There has got to be a better way.
This reminds me of a similar probe-positioner clothes-pin situation.

In any event I have to comment on the price. To put is simply steel isn't cheap and for the unit to hold up well at all you need a fairly heavy gage of steel to begin with. I've actually looked into making one as you indicate the cost is high but I'm not sure it is even cost effective to try to DIY. I have a reasonable amount of metal working tools in the home shop and frankly it would be hard to recreate that stamped object quickly.
So yeah expensive but that is likely due to low volume / low demand. I wouldn't be surprised if the setup charge to run a batch off is a good part of the going price.
On a side note, back in my youth I spent a couple of years working in a die cast foundry. Some of the customers had items that ran off in an hour (maybe a hundred parts). Being of little mass the parts where cheap but the company saddled the customer with a pretty stiff setup charge. That charge spread across the entire run likely added $2+ to the cost of each part. Low volume sucks for everybody involved.

Its a stress releif off a 24 port patch panel as best I can tell. Each wire would be zip tied to each comb to support it
