Modulating 1Mbit data into FSK

Hi all. I have a strange application where I want to modulate a 1Mbit data stream into FSK or PSK to send over an optical link. The reason I want to do this is because the optical link has a minimum bandwidth of 20Mbit/s but a maximum bandwidth of 5Gbps. So I was thinking to modulate this 1Mbit data stream into a 100MHz or higher carrier. Any recommendations on how this can be done? I'm looking at frequency synthesizer ICs but they have state transition times on the order of 1us and I'd like something a little faster as to not introduce a large propagation delay to the 1Mbit/s signal.

How about Manchester encoding?  Cheap, a clock and a few gates will do the trick.  Wasteful, takes something like twice the bandwidth -- but it sounds like you have more than enough available so that won't be a problem.

100MHz clock and an XOR and you have PSK?
