Reverse / Analyze fender Bassman attenuator circuit

This was/is used with a Fender Bassman. I'm supposed to make sure it's working right. it's not labeled as to which jack is which. If jack 1 is the connection to the amp, then at full CCW it seems there would be an issue with the short?

Jack 2 is to the amp. The pot's arm is the output - to jack 1. IMO, it's a lot of waste of power using this, and a risk of loading the amp with less than 4 ohm. However, it might serve a purpose. As told here. Long live the loud!
