ESD safe material

I need to test some photovoltaic (pv) cells that are on PCBs. I would like to mount these on some type of board so that the pv cells can be angled to test outside. I think what I need is a material that would be esd safe and ideal to mount PCBs on.
Any suggestions would be appreciated.

Uh.. perhaps a sheet of ply?

I thought of ply. Maybe someone may have experience with some other types of material. Some synthetic materials are cheaper.

I saved a goodly amount of pink and green anti-static shipping foam. By the time you get slab a cm or two thick, it starts to get pretty rigid. You can see some sitting under the "tower system" here: http://www.flickr.com/photos/58843278@N00/3866502441/#in/set-72157622049680333
I'm not sure where you'd get this if you had to buy it :-(

Both RS and Farnell sells them .
