It's been a while since I last had to troubleshoot an NJE LVC series power supply (I scrapped my pair about a year ago after I got really tired of servicing them), but I seem to remember them using a very similar circuit, though a bit simplified. They were decent supplies, quiet (when working properly) and the load regulation was pretty good. CCS was pretty decent as well.
I concur about the 2N3055, that's pushing it exceedingly hard, as has been mentioned the TL081 is a poor choice (+/- 18V maximum, so a 36v supply would be the max you'd want with one), and as mentioned it probably could be simplified a bit.
