Analog SPI? SPI is digital.
12c? Do you mean I2C? That is digital, too.
And these days you don't need any special ICs any more. Most garden-variety microcontrollers are good enough for counting. If they can't stand the input frequency you want, add one or a few dividers from a fast enough 74<some letters> series. The days of ECL dividers to get to 100 MHz are gone.
The net is full of examples.

Other than what BAW says, frequency? accuracy? amplitude? maximum integration time?

Even a basic 8-bit PIC16F505 has a counter capable of 20MHz.
