RS-232 / I2C Chip

Is there an RS232 chips like the Max232 that outputs over I2C?

The MAX232 and similar are just RS232 interface level translators. You need 2 chips to do what you want, the MAX232 plus something like a MAX3107 which is an I2C UART.
