Fuses & Overvoltage protection in low-voltage

Hello,

I'm sizing a fuse that could handle a surge from IEC 61000-4 5 without breaking.

4kV/12ohm 330A peak over linear 1.2us rising and 100us falling
5x repeat every 1s

I'm looking for information about exceeding maximum voltage and interrupting rating current in this case.
