USB Type C - VBus voltage?

Hi,

Sorry, another USB Type C question.

Who (UFP or DFP) is responsible for requesting what voltage VBus can be? It must be the UFP, but would it be the CC controller that signalled to the DFP that it could cope with a higher voltage? Or the USB Sink?
Does anyone know of any laptops or mobile devices that can output more that 5V on VBus, or is that really for "chargers" connected to laptops etc. Would a Laptop ever supply a higher VBus to a plugged in mobile device to charge it?
