ok so I'm building this handheld rpi3a+ I'm using the adafruit 5inch tft that's being drove through the dpi interface on the gpio but i need to electrically isolate the back of the screen as it is metal and wanted some advice what to use to do so and the second part of my question is I'm designing a 2s2p 18650 battery charger and I'm confused on if i can use 2 2 cell charger ic's  safely to charge the 2s2p pack

Kapton tape or 3D print a cover.

You can't use 2 chargers you will either need a charger with balancing built in, or just charge to the ~8V total of the pack and use matched cells or BMS.
