German electrical engineer confused with the Arc Flash theory !!

It looks that I am not the only one who has hard times to understand what the Americans have at the back of their heads about several subjects like this.

But by watching one German electrical engineer to pool his hair about it , I feel sympathy for him.   ;D
At the end he is one of us.

so whats the point? he's not confused with "arc flash theory", but he questioned the regulation and standard implemented.

The point is that by making regulation and standards, and mailing them in the other side of the planet, it does not work out !!

For such subjects should be responsible only one, and international committee .
