Does anyone know where I can download it?
(the original site hasn't been working for a while)

I don't know what the Iowa Falls software does, but if it just designs the usual FIR implementation of a Hilbert transform that is so simple it really doesn't require special tools. If you want one of those tricky Hilberts that shifts both the real and imaginary so they are mutually 90 degrees apart at all frequencies, that does require some clever tricks. Even that is only a couple of pages of Matlab.

That's not the source for the designer. 30s of arduous Googling got me to this page https://www.reddit.com/r/rfelectronics/comments/z0bz78/iowa_hills_filter_software/ from which someone seems to have made a backup copy of the Iowa Falls software on a Google drive account.

these tools have very bad dynamic range and very limited tuning options. It can be used for a simple filter with low dynamic range.

MATLAB allows you a lot of options to tune it and provide very good dynamic options. It allows you control almost everything and in addition to show the frequency and phase response with any details and even perform test DSP for a WAV file. It allows to optimize cofficients for specific hardware, compare result for for fixed point and floating point coefficients, add compensation and many other features, like different algorithms for filter calculation and optimizations depends on your needs and even more it can produce FPGA or C code and other :)
