Homebrew antenna analyzer for 1.2 ghz

I'm building one because I like to homebrew. It will cover 600 Mhz to 1600 Mhz assuming I ever get this voltage controlled oscillator to work. Right now there is no output. I am using a Z-comm V502ME01 which is a 600 to 1600 VCO.
5 volts B+ 1-21 volts tuning and 50 output at 5 Dbm. I have worked with microstripline before so I'm pretty sure that is correct. Also I'm outputting into a Mar-3 MMIC. The one thing I do not understand is the loop filter example on the tuning voltage line. It is shown in a application note. No values are given because I'm pretty sure it is frequency dependent. I thought loop filters were used in PLLs not VCOs? Is a loop filter really needed? Thanks for any ideas.

If you don't build a PLL, or any other kind of loop, there is no loop and hence no loop filter.
