Title: How can current flow from positive rail to negative rail?

How can current flow from the positive output to the negative output in this adjustable dual tracking power supply? I see 2 different regulators isolated from each other. The schematic is from HP E3631a service manual.

The two otherwise isolated supplies are connected together at the right at the node marked "A".
