Hex Inverter behavior.

Hi Everyone.

I'm assembling an output circuit for the first time as shown in the included pic, but I'm seeing some strange behavior. The pic shows R32 as a 33R resistor, but I actually have a 0R resistor installed at the moment. The other side of the FET is a led tied to 3.3V with a current limit resistor. The inverter is actually a TI SN74HC14DR.

When OUTPUT2 is at 3.3V the led on the other side is turned ON. When OUTPUT2 is at 0V the led blinks OFF briefly and then is slowly turns back on. When I connect my DSO probe to pin 6, then instantly the led turns off. When I remove my DSO probe again the led turns on slowly until it gets to full brightness.

Can anyone give me some direction as to what is going on. I'm thinking of swapping out the 0R for the 33R, as in the past this has improved other issues I've had, but I'm a bit confused in this case as to what is happening. Any help would be great.

There's an LED in the text but no LED in the schematic, and no power pins shown on the logic device.
