Title: best charger for object ?

Hi everyone, Is there anyone who can provide a brief explanation of how it works. this charger?

You could maybe make the effort to give some information about what it is. It looks like a backup PSU but it has a microcontroller so nobody is going to be able to interpret the detail of the code.

Somekind  of an optional battery powered  door latch with and end course detection

The mcu circuit is able to sniff  the 50hz sector frequency

I dont know if its the kind to lock something   while the Ac 50 hz is on, and  say the ac   is off the circuit operate in some kind of emergency mode with the battery ??
