UC3843 (etc) soft start diode

So I am working on a little voltage booster project with a UC3843
(well, actually it's the TL2843, but they basically work all the same, except for some other details).

In some datasheets a little soft start circuit can be found (see attachment).
Some of them use a diode with it, some don't.

Unfortunately I can't find much information about it.
Is this to protect for some kind of state were the base of the transistor would become more positive, or is it just to discharge the capacitor?
