How to build E-field sensor?

Hi!
I would like to experiment with generating extremely low-frequency E-Fields (1-10 Hz) by using some interdigitated electrodes. (IDE)
You know, those flat electrodes with the fingers and the spacings and whatnot.
I am looking to make fields in the range of 1 to 10 V/cm that extend .4 to 1 cm above/below the electrode.
How can I build/set up some equipment to create and test/verify these fields. I am not really familiar with doing this kind of electronics work.
