How to use load cells, weighing very small mass

Buy a used analytical balance off ebay. Load cells aren't super useful for low amounts and getting a force compensation cell right is incredibly difficult.

I got a 0.1mg/220g balance for 200EUR a while back (with recent calibration, even), which is admittedly an insanely good deal. Much cheaper than a new scale of that type for several grand.

An old single pan Mettler balance can go pretty cheap but be sure they know how to lock it up and pack it, and that you know how to unlock it.

The drug is phenobarbital , 24mg is the dosage but pills come in 15 and 30mg. It is one of those drugs where 2mg either way can do nothing or do harm. It isn't soluble in water , pediatric dosages used ethanol but not going that route , just too iffy. 
I have been able to cut 30mg into quarters so roughly 3 pieces  is 22.5mg but if the cut isn't perfect and she gets less than that she seizes and a really sad sight ,she just stops walking, stares, then starts jerking with her mouth clenched open and falls over convulsing,  last about 2 minutes , then she opens her eyes and stumbles around, doesn't want to be held or touched for about 5 minutes.

I,m going to see if I can get a beam type scale until I can find another solution. Me , the SO, and our dog Charlie really appreciate all the suggestions.

I just weight our dog's phenobarbital.  His pills are 64.8 mg dose and each pill weighs approximately 330 mg, so about 4:1 inert ingredients.  Assuming the 30 mg pills are similar composition (weigh yours first!), each one is going to be approximately 150 mg, and your target dose is 120 mg gross.  So that works in your favor, getting 120 mg +/- 5 is going to be easier than 24 +/- 1.

Can you go to a compounding pharmacy and have it done (manipulated) in the dosage you need? This is very common here in Brasil. Sometimes is cheaper to us to get drugs this way.
