Video Format Conversion

I have been asked if it's practical to convert an odd (to me) frequency analog video signal into PAL or NTSC.

I don't know what the source signal is called. Looking at it on the scope I see it has a vertical frequency of 30Hz and a horizontal frequency of 33.8kHz. Other than that it looks much like a typical NTSC signal with colour burst etc. Although the colour burst seems to be much higher than 3.57MHz. More like 25MHz.

I'm guessing the only way to do it would be digitally.  That's certainly much too large a job for me, but I had a thought that possibly the source signal is a known standard and there might be an off the shelf chip that will convert it.

Does anyone have any information to help me?
