Inverting charge pump efficiency

Hi,
I made this inverting charge pump: https://www.allaboutcircuits.com/uploads/articles/DPNVG.jpg . I used BAT65S diode and 2 100nF capacitors. The power supply is 3V3 and I use microcontroller to create PWM (1 kHz, 50 % duty) which drives the circuit.

The circuit itself works (there is -3V output). However, the circuit I have has almost 0 % efficiency, it consumes 13 mA when it is operating. There is nothing connected to the output of the circuit.

I need something that has quiescent current max 0.1 mA. Is this achievable with this circuit?

EDIT: I made some stupid mistake on board, the inverter has perfect efficiency. This topic can be deleted.
