What devices are used nowadays as substitutes for the legacy parts in the subject line.
I’m looking for the same high voltage performance but an order of magnitude lower, or better, quiescent current.

Most new parts seem to be designed for lower voltages.
Are modern variants of the old legacy parts available?
Which ones are commonly used?

At +/-15v supply, worst case Iq for the ADA4096-4 is 100 uA per amp, whereas the LM324 is quoted at 3 mA per amp.

You will have to download the data sheet and go one by one for all the parameters to determine whether the ADA4096-4 is suitable for your requirements.

Also the performance is not cheap, expect to pay 10 or 20 times more.

For the 78L05, I've used the Texas LP2950ACZ-5.0

For the LM324 there is the MC33174 as a slight upgrade at not too much higher cost. The performance is slightly better (higher speed).
A bit different technology, but lower current (110 µA / amp) would be the OPA4170 probably also available in a cheaper TLV.... version.

AFAIK the 3 mA max for the LM324 are for the whole chip, not per amplifier.

Otherwise high voltage parts are not popular anymore. There are more options at lower (e.g. 5-12 V) supply.
