I work in this field, albeit in Australia, and I suspect you may find it difficult to find an electrician who has the resources or knowledge to track down a problem such as this. You should probably track down a specialist engineering service in the role of power quality investigations.

My 2 cents.

98% of the electricians will be clueless to troubleshoot these kind of problems. You could purchase the VFD's in bulk, say a case of them as he guesses what the problem is, and capow. Really need engineering expertise, I find.

One site I worked on had an open neutral to the Wye right back at the plant distribution transformer. That gave all kinds of imbalance during motors (anything) starting on the feeder.
I don't think you have a high-leg Delta configuration. Don't forget to check neutral too, way upstream.

Building is brand-new construction and I have passed your suggestions on to management and the owner of the plant.  I have also suggested having the utility check their end.

It's out of my hands for now.

I work in specialist engineering services and we get inquiry like this all the time.

You will need a proper Power Quality Logger from Fluke/Hioki (we use a PQ3100 at work) and assess the quality of power from supply. Might be harmonics and supply voltage related.

Also could be VSD not sized appropriate for the application, i.e. high inertia and starting torque etc.
