MC14500 system

Hello!

I have built this system, but now, when i finaly have time to start working on it again i have found a little(big) problem.
To start doing anything usefoul with cpu, i need to load IEN and OEN registers.
Now i have already built it on pcb, aand i dont want to change anything to much.
I just need to get logic 1 or 0 on the input.(of the cpu)
Any suggestions?
