Membrane keypad cost

Hi,
I am trying to get a rough idea of cost (ranges) to make a keypad membrane front panel with the specs below.
At this stage I don't have design and the suppliers I contacted all ask for a design before they can quote.

Can anybody provide some rough idea of cost and timescale based on your previous experiences. Obviously the specs will be different, but if you have some examples I can try to guess a rough budget.

Specs:
- 8 switches
- 6 colours (it might qualify for full colour) and some transparent areas (LEDs and display)
- 250 mm x 250 mm
- waterproof (I think they all are by design?)

They are somewhat waterproof, but you should mention this in the spec and they can provide quality adhesives between the layers which will keep out moisture (eg 3M 7959). If you plan on using this outdoors. If you want real immersion waterproof, then there is more to that as well.

- How many LEDs are we talking about?
- What kind of switches, tactile metal dome or membrane carbon?
- What connector type?
- Quantity?

I would mock up a quick design and send it to them, it doesnt have to be perfect.
My rough guess is for ~500pc quantity you are in the $4-10 range, add $600 for NRE. You are basically using all the high end features possible.
