Noise on 25mV 1Mhz sine wave wave

I have this random noise which I think may be related to my cable which is brand new. It is a ringing noise which does not appear to come from the equipment. I have tried to isolate any EM noise in the area which I don't think it is. I can make it come an go with just moving the cable so I thought maybe it was the connection or a cable issue. Changing cables did not help and I found that moving my arm around did change the ring and even remove it! To me this sounds like EMF interference or maybe grounding issues with the circuit. Is there good solid method to remove noise at these level (25mV and smaller)?

looks ilke noise from a switched-mode powersupply?
how often does that repeat? something in the range of 50-100kHz would be typical for SMPSU.

If you only need the 1 MHz then use both high- and low-pass filters around that frequency.
Shielding and strategically placed ferrites might reduce that noise also.
Use linear powersupplies or batteries if you really need low noise.

Are we supposed to guess what you are testing?

Schematic, test points and setup, please.

My neighbour had a sub $1 mobile phone charger doing something like that, effectively killing my reception in the 2-20Mhz area.
I told him that it was a real fire hazard so he unplugged and binned it right away...
