Surge protectors for communication lines need to have a low capacitance, otherwise they would impact the high frequency signals on the copper wire. If you really want to use a MOV choose one with a low capacitance or hide its capacitance by a diode bridge. Usually you'll find GDTs (low capacitance anyway) and TVSs (hidden in diode bridge, and faster than a MOV).
