Decyphering wording in IEC 64547 regarding Burst Testing

Hi all,

I am a bit thrown off by the wording in IEC 61547 (EMC immunity of general lighting) wether Burst (EFT) testing on DC power power ports is applicable or not.

I'd like to ask you about your interpretation of the following footnote in Table 5:
"[Fast Transients] Not applicable to equipment not connected to mains while in use"

So my possible interpretations:
My device must be supplied via 24V DC (no Earth/PE)
1) Argue that it is not connected to mains, because you need a 24 V Power supply, so not applicable.
2) Argue that you need a 24 V Power supply, which is plugged into mains; so my device is technically connected to mains, so it is applicable.

What do you think?

I would say yes if your intended use case was for a mains powered PSU.

If it was intended for automotive, e.g. battery powered, I would say No, however even this use case has similar requirements, e.g. Load dump.
