Power Latch Circuit Leakage Problem

I'm trying out the latching power circuit design from EEVblog #262 and the problem I have with it is that it releases after a minute being off due to capacitor leakage (I don't really understand where the charge is leaking to). Is this a flawed design since it will eventually turn on since there will always be some amount of leakage in a real circuit?
