Title: power supply problem

Hi  ,
       I attached the schematics that I have found in the web. It work nicely expect that when the input is 12V the minimum supply is going down only to 3.5V it don't go below that. can anyone please tell me why it is . I have checked the CC source and the current sink but I cannot find the problem. please help

that usually means that you need a negative rail connected to something or that yoou need a rail to rail op amp
