Is there something similar to the PT2262 Encoder that the address bits are randomly set by the manufacturer of the chip? Requiring no programming

One alternative is PT2272 or Holtek HT12E or EV1527 (learning code) or Holtek HT6P20.
Most of the new tech IC's are code-learning.  That PT2262 IC is low security because it uses fixed code and vulnerable to copycat attacks.
Linx sells the complete remotes, receivers, IC's too from Digikey.

All of these require, in one shape or another setting the "address". No one makes an encoder with an option for the "address" to be just randomly set by the ic manufacturer?

EV1527 has a factory 20-bit address (1,048,576) pre-programmed I think. It's just a button press on the receiver to learn and accept this. This IC part is in many eBay little remote boards.
