PWM and overvoltage fault detection

Hi,
I created this schematic and I'm not sure if it does what I want. It is 74AHC123A dual monostable multivibrator. There are two inputs:

1) LED_OVERVOLTAGE: high when there is overvoltage, low when the voltage is normal
2) LED_PWM: 10 kHz PWM (that controls LED driver)

There is one output, LED_FAULT. I want LED_FAULT go high when there is either LED_OVERVOLTAGE (immediately, without any delay, thus it is connected to reset input of the multivibrator) or when LED_PWM is stuck for several periods (this is set by R7/C5) in low or in high state.

Will it work or can you help me modify it?
