Video zoom using digital/hardware ... need advice

Hi folks,
I have a project in mind which needs realtime video zoom (or call it crop)  up to about x 2 zoom.

The video signal is a standard securitity camera, 700 lines, black and white image.

I was hoping there might be an off-the-shelf IC or PCB which could manage it?

Any ideas?
