How troublesome can a splice in USB2 be? |

I am not sure how to determine the requirement. A USB 2 camera lives on the cable. It plugs directly into the PC. The cable looks like it had been either cut inadvertently and repaired or extended by 15 cm. In use the camera ( part of machine vision openCV ) is showing some instability in the form of flickering display where the flicker appears as change in size of displayed item. |

Cut out the splice and replace it with a cheap hub as a repeater. |

It could be if you're sending a lot of data. I've had some pretty dodgy splices on some USB-FS and USB-HS cabling and they worked fine. That being said, if you're noticing some odd behavior then I would replace it. Long runs of USB2 cables are pretty cheap. |
